A $40 billion aid package for Ukraine that had passed the House was delayed a bit in the Senate after Sen. Rand Paul objected because the bill didn’t contain financial oversight:
My oath of office is to the U.S. Constitution, not to any foreign nation. Congress is trying yet again to ram through a spending bill – one that I doubt anyone has actually read – and there’s no oversight included into how the money is being spent.

Senate leaders from both parties were reportedly annoyed by Sen. Paul’s demand, but they worked around it and the bill has passed:
