He likes paying his employees s*** in those states with minimum wages of $7.25.

Yes. Buc-ee's official careers page states store employees are not allowed to have visible tattoos (or body piercings, unnatural hair color, etc.). They can still apply and get hired if tattoos are fully covered by clothing, bandages, or makeup while working. Face/neck/hand ones are effectively barred. Policy has been longstanding.
