As Twitchy reported, yesterday, Twitter made changes to its “block” function. But complaints from users quickly prompted the social media site to reverse its decision, and relative order was restored.

So, how come a ginormous site that handles millions of users simultaneously every single day was able to make major changes without stranding users, while HealthCare.gov can’t get its act together after two and a half months?
Inquiring minds wanna know.
