Holy cow, indeed. So, I take that to mean Hillary Clinton should never be president. “Sub-optimal instincts” not being a phrase that comes to mind as a reason to vote for someone and all. Quite the opposite; Hillary Clinton has shown herself to have deplorable instincts and character. Dangerous incompetence? You betcha.
