He did take it back, but proposed instead that the government limit other types of surgeries for the elderly:

Finally, what happened to American exceptionalism? Just b/c other countries haven't built a system w/o copays or deductibles doesn’t mean we can’t. Again, we cannot and should not cover every conceivable treatment or service, but “nobody’s perfect” is a cop-out. Let's be better!
