The man, Everitt Aaron Jameson, 26, of Modesto, Calif., reportedly left a note referencing President Trump, Jerusalem and the Jews:
In a raid on his house, @PaulaReidCBS reports that the FBI found a letter, aimed by the suspect, taking credit for an attack. The letter reference @POTUS & Jerusalem, "you've allowed Donald J. Trump to give away Al Quds to the Jews."

Motive in the one is pretty clear:

According to the FBI, Jameson was inspired by jihadi attacks in New York City and San Bernardino. From ABC 7:
According to FBI documents, Jameson picked the Pier 39 location because he “had been there before and knew it was a heavily crowded area.” He added that it would be easy to “funnel” people into an area where he could inflict casualties.
Jameson reportedly said he was inspired by the New York terror attack on Oct. 31, when a man drove into a crowd and killed eight people, and the deadly 2015 shooting in San Bernardino.
Jameson’s father was reportedly “shocked” at today’s developments:

Authorities said security in the area will be increased, but as of now, there’s not much evidence of that:
Today #SFPD confirms it will have ‘increased presence and visibility’ throughout the city during holidays. At the moment, I see one private Pier 39 security guard on premises after news of foiled terror plan. pic.twitter.com/0P9BVQSpel
