The Wall Street Journal’s Kimberley Strassel noted Friday that the big news of the Michael Cohen memo was that there was contact with Russia as back as 2015. But was it a conspiracy to defraud the U.S. government by influencing the election? That depends on whom you ask.

It’s funny: in his testimony Friday, former FBI director James Comey admitted that not even he knew the difference between conspiracy and collusion because he’d never heard the word collusion used in his time at the DOJ. But now we know that collusion is shorthand for conspiracy to defraud the U.S.
