Why yes, there does happen to be some relevant context behind this illustration of a lesser prairie chicken holding a rocket-propelled grenade launcher, though it takes a quick detour to Facebook to find it.
Just gonna leave this photo of the lesser prairie chicken with an RPG from @RepSpeier right here cc: @FloorCharts pic.twitter.com/wMSIFUys5d

Rep. Jackie Speier (D-Calif.) has said she’ll vote against the National Defense Authorization Act (NDAA) for Fiscal Year 2016, which she says “uses an accounting gimmick to further parochial and political interests above the readiness of the men and women protecting us, and the taxpayers we represent.” For example, Sec. 2862 of the bill deals with protection and recovery of the greater sage grouse.
@RepSpeier there is no greater threat than the lesser Prairie Chicken #FY16NDAA pic.twitter.com/LFYbiEk75r

Speier blames the GOP for inserting the unnecessary markup, writing on her Facebook page: “Instead of fighting #ISIL and Al Qaeda, Republicans are wasting time fighting the lesser prairie chicken. Listing the lesser prairie chicken as endangered is a scientific decision, and not part of our national defense strategy. Get the lesser prairie chicken out of the NDAA!”
Is the lesser prairie chicken a national security threat? I don’t think so. https://t.co/Ai2RmgyeO3 #FY16NDAA pic.twitter.com/4dU5P7mI1o
