Over at the Daily Caller, Mickey Kaus has been calling B.S. on this for quite some time. From his latest post, published earlier this morning:

It looks like the requirement that the Border Patrol catch 90% of illegal crossers–reported by the WSJ and touted by both Marco Rubio’s chief of staff and my colleague Matt Lewis as an example of the “ tough border enforcement measures” in the Gang of 8 immigration amnesty bill–has turned out to be evanescent, like so many of the other promises amnesty boosters have pitched to conservatives.

In other words, the so-called “enforcement triggers” are a big, fat sham.
No access to welfare, and tough new eligibility standards to prevent legalization for those likely to require welfare in the future.

Senate Budget Committee Republican staff on Thursday released a description of what they claim is a “major flaw” in the immigration reform plan being pushed by the bipartisan “Gang of Eight”–a loophole that will end up being a multi-trillion dollar entitlement spending increase, with the burden falling on American taxpayers.
“According to what has been publicly reported about the Gang of Eight’s forthcoming immigration bill, there appears to be a major flaw that could allow millions of illegal immigrants to access federal welfare benefits and poverty programs,” the GOP Budget Committee staff wrote in a statement to media.
