Brit is saying NO president is above the law.
So you’d think an anti-Trumper like Matthew Dowd would agree with him.
But oh no, he wanted to pick a fight not only about Trump but about Congress as well.
If a partisan Congress is unwilling to impose impeachment, then yes President is above the law. Depends on Congress and if they will enable this President. So far they have shown only enabling behavior.

That’s not how this works, chief.
Congress failing to do its duty as you see it does not equate to the president being above the law. Just as Comey deciding not to prosecute HRC does not mean she is above the law.
