AS MAYOR BILL DE BLASIO began eyeing the White House last year, his administration ramped up work on a land use policy long opposed by city planners, but sought by the lone union to support his campaign, documents show. Two memos and an email obtained by POLITICO through the Freedom of Information Law suggest that, after years of resistance, in early 2019 the Department of City Planning began to seriously consider a policy requiring all new hotels to get approval from the City Council. The Hotel Trades Council, which represents hotel workers, has pushed for the policy for more than a decade. The union is among the most active — and influential — in city politics and has many allies in the Council.
