And the judge in the article, Jack Weil, was appointed in 2009:

Assistant Chief Immigration JudgeJack H. Weil was appointed as an assistant chief immigration judge (ACIJ), in December 2009, and is currently responsible for immigration judge training and professional development. From April to December 2009, he served as an acting ACIJ for that portfolio. Judge Weil received a Bachelor of Arts degree in 1985 and a Juris Doctor in 1988, both from the University of Maryland. From 1994 to 2009, Judge Weil served as an immigration judge at the El Centro Immigration Court. From 1990 to 1994, he worked as associate counsel to the director, Executive Office for Immigration Review. From 1988 to 1990, Judge Weil was a judicial law clerk at the San Diego Immigration Court.
