Here’s the TL;DR version: In 1998, Donald Trump’s company allegedly paid $68,551.88 to a consulting company called Seven Arrow to go to Cuba and meet with Cuban officials to discuss business opportunities on the island and gain a foothold just in case the U.S. eased restrictions on investing. Neither Trump’s company nor Seven Arrows had a government licence to travel to Cuba for the trip.

The statute of limitations ran out long ago, and legal analysts say OFAC’s enforcement division is understaffed, so the chances for an investigation were slim even at the time.
