Yes, selling “loose cigarettes” does seem to be a small crime, but that’s not the cop-on-the-beat’s fault. If you want to assign blame for enforcement of the law, go higher up the NYPD’s chain of command. Go all the way to the tippy-top…

Chief of Department Philip Banks — the highest-ranking uniformed cop in the city — sent a sergeant from his office at 1 Police Plaza in July to investigate complaints of untaxed cigarettes being sold in the Tompkinsville neighborhood, a source close to the investigation told The News.
“(Banks) set the whole thing in motion,” the source said.
The sale of loosies had been on Banks’ radar since at least March, when it was discussed at a meeting at Police Headquarters about quality-of-life issues, a police source said.
Banks, FWIW, is black. Are we to believe that Banks ordered the racist crackdown on loose cigarette sales?

Now, we should be having a debate on the use of force by cops. We should be having a debate on the types of laws we ask our cops to enforce and the consequences of those laws. But the idea that “obeying” a police officer is akin to “slavery” is crazy.
