Their point is that wealthy nations that have access to the Pfizer and Moderna vaccines are ditching the cheaper and easier to store ones from AstraZeneca and Johnson & Johnson but poorer nations are taking that as a signal that these vaccines are just being dumped in their countries and are too dangerous to use:
