Pelosi’s argument: “Trump definitely committed impeachable offenses, but we’re not going to do anything because the bad guys might get more mad.”

My fear is that what's happening here is that Pelosi was early on locked into view House shouldn't impeach unless Mueller report had huge bombshell/accused Trump of crime. Then when Mueller didn't deliver on an explicit criminal accusation, she decided that meant no impeachment.
