There are two covers from the New York Post that I think best sum up a pair of presidential legacies fairly well.
In February of last year the Post's cover featuring Joe Biden said it all:

Trump's going to sign the bill later this afternoon and in the coming weeks we'll watch as it gets even more awkward for the Democrats after nobody dies (those who weren't already killed off by repealing net neutrality, that is).
