Joe Biden formally launched his presidential campaign with an appearance on “The View” this week, where he reminded those watching that he, not unlike a sizable portion of the mainstream media, was hibernating during Obama’s years as president. CNN’s Brian Stelter couldn’t imagine a different political personality making a similar appearance:
