Former Michigan governor and current Hillary Clinton surrogate Jennifer Granholm recently defended the Democrat nominee’s actions as secretary of state:
“Well, I mean, I wasn’t in the state department at the time. But I do know that she has abided by the ethics agreement she signed at the beginning, which was not to take any action on the part of the State Department that mixed foundation business,” Granholm said. “This was not on behalf of the foundation.”
Clinton adhered to the ethics agreement to not mix State business with the family foundation? Politifact couldn’t find a way to make that claim true:
Clinton surrogate: She "abided by the ethics agreement" between Foundation & Obama admin.

Hillary was at least awarded with a “mostly,” as if there’s some aspect of the claim that’s true.
