The president who has made it clear that where Congress won’t act, he will, and who has never met an executive order he doesn’t like, nevertheless went full blown constitutionalist when squaring off with a heckler today.

That certainly wasn’t the case last summer when the Obama administration did exactly what the president today said he was legally prevented from doing.
