Is this photo outside Mexico clinic evidence health coverage does not guarantee health care?

The above photo shows a woman reportedly being given no choice but to give birth outside a health clinic in Mexico after waiting for two hours to be let inside.

The photo, if the back story is correct, is a stark reminder that “universal” health coverage doesn’t necessarily guarantee ready access to health care.

According to the story, the woman and baby were eventually admitted into the clinic and treated.
