That could well be the case.
The National Intelligence office has created a new Twitter account:
Welcome to Twitter (and Tumblr), @IContheRecord
— Office of the DNI (@ODNIgov) August 21, 2013
At the direction of the President, @IContheRecord provides direct access to factual information related to the U.S. Intelligence Community.

The Office of the Director of National Intelligence, James Clapper, who recently apologized for lying to Congress, has pledged to provide Americans with factual information. Satisfied?
The program was mentioned during President Obama’s press conference earlier this month as part of his administration’s comprehensive “better government through more websites and Twitter accounts” initiative:
Launched the website POTUS promised on August 9 as part of an effort to bring greater transparency to intel programs http://t.co/94xLtnZQ9Q

Something was spotted right away that runs immediately counter to the DNI’s promise to be honest and open:

RT @jbendery: RT @repjustinamash: Ironic that @IContheRecord is not following anyone.

Ha!
So much for the “honest” part. Who should be their first “follow”?
By the way, here’s Clapper’s explanation for some of the recent mix-ups:
Clapper on phone and internet metadata problems:“gaps in technical understanding" led to “unintended misrepresentations" to the FISA court.”
