While President Obama was shaming the world for not doing more to address the Syrian refugee crisis Tuesday, Secretary of State John Kerry was attending a support group — the International Syria Support Group, to be exact.

Things might have been a bit awkward, with Kerry discussing the safe flow of aid into Syria while seated next to Russia’s foreign minister, seeing as the United States has concluded that Russian warplanes were responsible for Monday’s airstrike on a UN aid convoy that killed several aid workers.

In an email to Politico, Elliott Abrams, former deputy national security adviser to President George W. Bush, said that Kerry “seems unaware that it’s simply impossible to win at the negotiating table what you do not win on the ground, and he seems to be unaware that he keeps getting outsmarted and outmaneuvered.”
