Sheriff Jeffrey Gahler said at a press conference that he believes the deputy at Panera was targeted, saying “the suspect took that action because he was in a police uniform. He was certainly targeting them.” The Baltimore Sun reported one patron as saying that she and her daughter “saw a guy who looked like he’s homeless, disheveled. She said he’s seen him in there before. To her, it looked like the cop was talking to the man and then shooting started.”
