The Republican House has passed the Pain-Capable Unborn Child Protection Act before, knowing full well it would never make it past the Democrat-dominated Senate. That didn’t stop states from taking up their own versions of the bill, which inspired Texas state Sen. Wendy Davis’ 11-hour filibuster and essentially launched her spectacularly unsuccessful bid for Texas governor.
In short, the legislation bans abortions beyond 20 weeks, when the unborn baby is believed to be capable of feeling pain. Now, with a Republican majority in both the House and Senate, President Obama has issued a preemptive veto threat against the legislation.

Knoller notes that is the president’s sixth veto threat since Congress reconvened January 6. But the day’s not over yet; we’re now up to seven.
And another veto threat: against H.R. 161 – Natural Gas Pipeline Permitting Reform Act. Eases approval approval of gas pipeline projects.

Today’s WH veto threats (so far) bring the total to 7 since 114th Congress convened Jan 6.
