Testifying before the House Oversight Committee Monday night, IRS Commissioner John Koskinen in part blamed IRS budget cuts and insufficient resources for the missing Lois Lerner emails. He testified that the IRS had looked into expanded server capacity, but that would have cost between $10 and $30 million.
