Police have reportedly closed off areas of Washington, D.C., near the Dupont Circle neighborhood after a man was spotted driving a car erratically and yelling out the window. Police also said the car had writing on it referencing 9/11.

The area has reopened to traffic and police led away one suspect in handcuffs.
