We already know what the spin is going to be: What he meant to say is they didn’t have a system set up to deliver the vaccine (which would also be a lie).

Out of context. He was referring to the fact that the few vaccines purchased by the previous admin had been distributed to states, so there were none in hand. He enacted DPA to ramp up vaccine production & increase distribution.
