New executive actions aim to keep guns out of 'potentially dangerous hands'

The Obama administration on Friday afternoon announced two more executive actions that it says will help keep guns out of the wrong hands.

One proposes clarifying the definition of “committed to a mental institution” to include both involuntary outpatient as well as inpatient commitments. The other proposes to give some Health Insurance Portability and Accountability Act (HIPAA) covered entities “express permission to submit to the background check system the limited information necessary to help keep guns out of potentially dangerous hands.” The administration says that there would be no requirement to report “general mental health visits or other routine mental health care.”

The move was applauded by Democratic leadership, including House Minority Leader Nancy Pelosi and Senate Majority Leader Harry Reid.

The president issued 23 executive actions on guns last January and an additional two executive actions in August.
