Nine regions in Russia, including St. Petersburg, provide for fines of up to $150,000 for distributing information on homosexuality to minors. On Dec. 19, Russia’s parliament will take up the issue of a nationwide ban. Medvedev has said in interviews that “not all relations between people can be regulated by law.”

Lady Gaga’s “thank you” tweet was retweeted more than 5,000 times within 24 hours.
