CDC, for its part, says there was a breach in its protocol in Dallas:

A top federal health official [Dr. Thomas Frieden] says the Ebola diagnosis in a health care worker who treated Thomas Eric Duncan at a Texas hospital shows there was a clear breach of safety protocol.

Is Frieden saying that the transmission of the virus to a heath care worker proves there was a breach of protocol rather than a problem with the protocol itself? If so, that is interesting logic indeed.
