The Supreme Court is deciding the King v. Burwell case which will determine if federal subsidies to states that decided not to create Obamacare exchanges are legal. Another issue is that even states that initially decided to create their own exchanges are seeing them collapse under their own weight. But the gist of Barro’s comment seemed to be this:
