During a press conference earlier this month, President Obama pledged to form an “independent” and “outside” panel to review NSA procedures. Shortly after that, the president named Director of National Intelligence James Clapper to serve as the point man for the advisory board that will review the methods of James Clapper and the intel community.

The rest of the “outside” advisory board is slowly taking shape, and Obama must have referred to them as “outside” because they were standing just outside the door:
