Why would your first thought be that he was a shooting victim? There are lots of things that can put people in wheelchairs. Example: Gov Abbott of Texas is in a wheelchair bc a tree fell on him.

I was at the concert. The guy in the wheelchair said a white woman in a mini van hit him. She was coming back from a wine bar where her and her friends got drunk on wine. He mentioned she had had no background check and no waiting period before she purchased the wine.
