Some say it was just a pull rope for the garage door, but ESPN makes it clear that it was indeed a noose:

Why is a sports news station lying about what actually happened? A GARAGE PULL was found in Wallace's stall, one that had been there for a long time, and @BubbaWallace aka Bubba Smollett ASSUMED it was a noose meant for him. FBI investigated & found his claims to be false.
