It took three years, but NBC Washington’s Scott MacFarlane finally received a response to his Freedom of Information Act request — for a memo calling for a more open FOIA system. The memo in question, from March 2010, directs agency heads to “respond to FOIA requests ‘promptly and in a spirit of cooperation.'”
