Is the House GOP–President Trump plan to replace Obamacare dead on arrival? Could be…
Here’s Sen. Tom Cotton this morning saying the bill “can’t pass the Senate w/o major changes” and it’s time to “start over” and “get it right”:
1. House health-care bill can't pass Senate w/o major changes. To my friends in House: pause, start over. Get it right, don't get it fast.
— Tom Cotton (@TomCottonAR) March 9, 2017
Cotton went on to accuse House Republicans of acting just like House Democrats did in pushing Obamacare through in 2009:
2. GOP shouldn't act like Dems did in O'care. No excuse to release bill Mon night, start voting Wed. With no budget estimate!
— Tom Cotton (@TomCottonAR) March 9, 2017
3. What matters in long run is better, more affordable health care for Americans, NOT House leaders' arbitrary legislative calendar.

Cotton’s tweets this morning come after President Trump’s sales pitch on Wednesday to conservative groups and members of the House:
Trump told Tea Party groups at WH if GOP health care plan dies, he will let Obamacare fail and let Dems take the blame, I'm told.

So, back to the drawing board?
And Cotton's concerns about rushing to pass this are shared by other senators. It's not how the institution works https://t.co/nUbpctHWV8

This seems significant. Senator Cotton, an ally of Trump, says House bill can't pass Senate, rips Rs for having no CBO score: https://t.co/nZCxQN5HeA

hard to imagine how House leaders could have generated broader immediate opposition to repeal/replace if they tried

Or maybe this is just Republican hand-wringing:
Alternate view on Ryancare: no one likes a big bill when introduced; everyone wants leverage to modify; prospects better than they appear.
