'Paul Ryan, master troll': Mexico will pay for Trump's wall so Congress doesn't need to budget for it?

There’s some talk today over Speaker of the House Paul Ryan’s interview with CNBC’s John Harwood, but this bit in particular caught our eye. In summary, Ryan says Congress won’t have to budget for GOP front-runner Donald Trump’s proposed wall on the border because Trump promised Mexico will pay for it:
