Senate Judiciary Cmte. Chairman Chuck Grassley released 2025 emails showing then–Special Agent Kevin Gounaud wanted a criminal investigation of Elon Musk after the Department of Government Efficiency and the Office of Personnel Management asked federal workers to name five things they accomplished in a week.
He sounds like a real charmer, right?
Gounaud floated a conspiracy theory involving whoever at OPM approved the message and Musk, then a special government employee leading DOGE. In his telling, asking bureaucrats to account for their time was a colossal waste of official hours, a security violation, and a plot to shove sensitive information outside a strict need-to-know.

He offered to draft the case opening himself and hunt down a prosecutor. Yikes.
He also compared Musk’s use of X to Hillary Clinton’s private email server — the same server saga that somehow never produced the kind of urgency Gounaud suddenly found for a productivity email. He even suggested Musk might be monetizing government work through the platform he owns.

The FBI later said the agent was no longer at the bureau.

Herridge flagged the double standard; when Huma Abedin served as an SGE at the State Department while remaining tied to the Clinton Foundation, the Justice Department was not exactly sprinting to open a file. Ask workers what they did last week, though, and someone in the public corruption squad was ready to start typing.
Grassley placed Gounaud in the same pile as other agents he has long accused of picking political targets, including figures tied to Crossfire Hurricane. The timing was almost performance art. The email went out the same day the five-things directive landed — and two days after Kash Patel was confirmed as FBI director.

Patel later dismantled that public corruption unit. If the old guard’s idea of high crime is a status report, the new management’s idea of housecleaning looks less mysterious by the hour.
Asking what government employees actually do is not a federal offense. Treating it like one tells you everything about why DOGE existed in the first place.
