Citizen journalist Nick Shirley has had a hand in exposing a lot of fraud and corruption around the country, including in Gavin Newsom's California. Naturally the governor now thinks there's a big problem, and it's Shirley, not the corruption.
After Shirley started exposing massive fraud in Newsom's state, the governor's press account "thanked" him for the effort by mocking Shirley with this AI generated image:

People are over it. Start working for the people and not against them.
Fast forward to this week, and it's clear that California Democrats are still upset at Shirley and not the fraud he's been finding. Some of the Dems have also been making immature fools out of themselves in the process.
Meet the California State Assembly Chief of Staff… in Sacramento he printed and handed out, “Allegedly Nick Shirley has a small penis, prove me wrong” @TerrySchanz used tax-funded public resources to try to slander a journalist.
