California Gov. Gavin Newsom announced a plan to phase out oil extraction in the state along with a ban on fracking by 2024:

Today, we're announcing that we will phase out all oil extraction — as part of a world-leading effort to achieve carbon neutrality — and ban fracking by 2024.

As for the oil extraction pledge, he plans that “no later than 2045”:
