You might remember during a Democratic primary debate when then-presidential candidate Joe Biden said that when he’s elected people should “immediately surge to the border”:

And of course you know what happened next: Biden got to the White House, stopped building the wall, people surged to the border and what we have now is a completely unsecured mess at the southern border.
However, during a congressional hearing today, Secretary of Homeland Security Alejandro Mayorkas blamed the Trump administration for the border mess and praised the current administration:

“We inherited a broken and dismantled system that is already under strain. It is not built to manage the current levels and types of migratory flows. Only Congress can fix this. Yet, we have effectively managed an unprecedented number of non-citizens seeking to enter the United States.”
Katie Pavlich’s BS detector immediately began to overheat:

That said, Mayorkas’ comments are tantamount to an admission that what’s happening is completely by design:
They have. In the exact same way they "effectively managed" the Afghanistan withdrawal. First they break it, then instead of fixing it they "manage" it.
It's just their definition of "effectively manage" is much different than everyone else's.
