Did Joe Biden yet again forget who's been in charge these last several years?

In 2012, Vice President Joe Biden campaigned for Obama’s re-election by pointing out that the middle class had been “buried for the last four years.”

Today, Biden again pointed out that Obama’s promises to un-bury the middle class haven’t come to fruition:

Haven’t Obama and Biden been running the show for nearly seven years? At what point has their “mission” failed? Maybe Biden just hopes nobody remembers any of this if he throws his hat into the ring:
