A 2015 memo teaching Hillary Clinton staffers how to get away with breaking finance laws has been leaked.
The memo shows how to solicit large-sum donations for super PACs without breaking campaign finance laws restricting that behavior.

Marc Elias who wrote the memo now serves as general counsel to Clinton’s campaign. The stated limits on campaign staffers raising money from super PACs is soliciting no more than $5,000 on their behalf.
The memo explains 10 guidelines “how fundraisers may discuss Super PACs with campaign donors,” without breaking the laws in place.
