Fox News' Bill Melugin noted on Tuesday that "proud anchor baby" Congresswoman Delia Ramirez, who said last year at the second annual Panamerican Congress in Mexico City, "I'm a proud Guatemalan before I'm an American," would be holding a press conference on Wednesday in which she'd be calling for Congress to pass her Reimagining Safety Act, which would not only abolish ICE but dismantle the entire Department of Homeland Security.
