One of the people on the list of those winning sanctions relief in today’s Iran deal is Iranian General Qasem Soleimani, reportedly the commander of Shiite militias in Iraq fighting ISIS:
As part of #IranDeal, sanctions against IRGC chief Qasem Soleimani, revolutionary guards & Quds Force lifted. #IranTalks

The same Qasem Soleimani who was in charge of Shiite militias that killed American troops during the Iraq war:

Newsweek is on it. Qassem Soleimani is secretive and loves war! And 2 (!) paragraphs about him makes a cover story http://t.co/ko3aos5UeT

Wow.
We posted on Qasem Soleimani back in March where former General David Petraeus called the Shiite militias in Iraq a greater threat than ISIS:
David Petraeus unloads on Iran in WaPost interview: Shiite militias, not ISIS are the bigger threat
One of the tweets in particular from that post stands out:

@JeffreyGoldberg Two words suffice for me to form an opinion: "Qassem Soleimani"

Although he might still be covered under different sanctions imposed by the Obama administration:
