With the threat level to the United States at a high ever since Operation Epic Fury in Iran started, congressional Democrats figured that it's the perfect time to not fund the Coast Guard, TSA and FEMA. They would of course deny it but the Dems wouldn't mind it if there was an attack inside the U.S. just so they could blame Trump for it.
But the Dems know that what they're doing presents a bad optic, so as usual they're lying about who's at fault.
Case-in-point: Sen. Brian Schatz of Hawaii:

Of course he's not going to say what else was in the Dems’ proposal because dishonesty is in the party’s DNA. Let’s just say he’s full of Schatz.

This is just another example of loathsome congressional Democrats trying out-loathsome themselves.
Republicans blocked Sen. Murray's bill because it funds TSA, FEMA, Coast Guard, CISA & other DHS parts but carves out ICE & CBP (plus the Secretary's office), leaving immigration enforcement unfunded during negotiations.
