Is Colorado HealthOP blaming Republicans for 'Obamacare's structural failings'?

The 80,000-member Colorado HealthOP is being decertified by the state and will reportedly be unable to sell policies on the state’s Obamacare exchange next year:

The Colorado Division of Insurance is effectively shutting down Colorado HealthOP, the low-cost insurance cooperative said Friday.

Colorado HealthOP received a decertification notice from the state, which could result in the nonprofit insurer being unable to sell policies through Connect for Health Colorado, the state health-insurance exchange in 2016.

Colorado HealthOP faced a $10 million shortfall as a result of the feds reimbursing just 12.6 percent of the promised “risk-corridor” payments, officials said.
