Today, MSNBC has leaked what may be the final blow to the “Never Trump” movement’s effort to oust the presumptive nominee at the convention.

If this rule passes it would effectively carry-over the rules from the previous cycle, meaning that the delegates wouldn’t be able to pass a rule change to unbind themselves and dump Trump. It would also mean that any rule change would not take effect until 2020.
