According to reports, this guy is the network’s celebrity chef, “Chef James” Tahhan and he has since been suspended:

But don’t judge all Mexico fans by Chef James. After Korea’s win, fans celebrated outside the Korea embassy in Mexico City with chants of, “¡Corea, hermano, ya eres Mexicano!” (Korea, brother, you’re now Mexican):
